What is Cell Broadcast technology.
In most regions of Ukraine, testing will begin on September 7 a new system for notifying the population about danger using mobile phones, the State Emergency Service warned.
Where will the testing be carried out
In Vinnytsia, Volhynia, Dnipropetrovsk, Zhytomyr , Zakarpattia, Ivano-Frankivsk, Kirovohrad, Lviv, Odesa, Poltava, Rivne, Ternopil, Khmelnytskyi, Cherkasy, Chernivtsi and Chernihiv regions. And also in Kyiv and the region.
At the first stage, the messages will be of a test nature, receiving such a notification will not mean the occurrence of a real emergency.

How the new notification system will work
Thanks to the Cell Broadcast technology, the system will have a number of advantages compared to sending SMS messages to subscribers: faster delivery of messages, flexibility in choosing locations for informing, the presence of an audio signal even if the phone is muted.
“Messages will be sent to mobile subscribers operators that are within the range of selected mobile base stations. That is, the State Emergency Service can send information to residents of a specific settlement, region or throughout Ukraine, depending on the situation,” the State Emergency Service said.
And the sound signal, even if the sound of the gadget is turned off, will not allow the owner to miss the message about the danger and will allow him to act according to the instructions. The loud signal together with the vibration will last for 15-20 seconds or until the notification is turned off by a person.
Disadvantages of Cell Broadcast technologies include the limitation of the smartphone year. Older models up to 2019 will most likely not be able to receive notifications.
Which phones support notifications
Smartphones with the Android operating system version 11 and higher or iOS version 14.5 or higher can receive messages from the Cell Broadcast system. In the future, the list of smartphone models will be expanded.
To receive notifications, it is worth checking that receiving notifications is enabled in the settings of the smartphone, if necessary, update the system and turn off the “Airplane” mode.
« The State Emergency Service convincingly does not recommend citizens to turn off receiving notifications about a threat or an emergency situation, about an air alert, because people's lives may depend on receiving this information in a timely manner,” rescuers advise.
Those who will not receive new notifications, rescuers advise to monitor the usual public information systems: electric siren signals, messages through loudspeakers, information on television, radio or the Internet.
