However, according to him, stabilization blackouts are still continuing in nine regions. “Energy companies and local authorities are doing everything to reduce the time of outages,” the head of state noted.
Zelenskyi also said that in the areas of Kharkiv Oblast, Donbass, and the south of Ukraine liberated from the Russian invaders, restoration work is ongoing. In particular, experts have already managed to restore gas supply to more than 20,000 people in the de-occupied territory of the Kharkiv region. In Vovchansk, Balaklia and other cities, repairs of heating systems are underway.
“We will do everything to give people electricity and heat this winter. But we must understand that Russia will do everything to destroy the normality of life,” added the president of Ukraine.

He emphasized that the aggressor state does not pay attention to “expenses on energy terror”. According to Zelenskyi, only the missiles and drones for a massive strike on the territory of Ukraine on Monday, October 31, are worth more than two million and 300 thousand pensions of Russian citizens by age.
“And this is one strike! The monthly incomes of 2,300,000 Russian pensioners… Instead of overcoming poverty in their country, the Russian leadership is spending everything to avoid admitting what a historical mistake they made with this war against Ukraine,” noted Volodymyr Zelenskyi.
In addition, the head of state reported that on Tuesday, the European Commissioner for Energy, Kadri Simson, visited Kyiv. According to the president, earlier it greatly helped Ukraine in the process of connecting to the pan-European energy grid, thereby significantly strengthening our state. Now the authorities have discussed with her the possibility of creating an “energy Ramstein”.

“We heard the necessary signals of support from the European Commissioner. We discussed the initiative to create such a format that, like a military Ramstein, could work for our common security, but concentrated in the energy sphere. Something like an “energy Ramstein” – funds, technical support, transformers, generators, energy carriers are what are vitally necessary for our protection,” explained the President of Ukraine.
