Despite Russia's war against Ukraine, our country is fulfilling all its social obligations to pay pensions , benefits and subsidies. Payments can be received both in Ukraine and abroad if the citizen was forced to leave Ukraine. Minister of Social Policy Marina Lazebnaya told RBC-Ukraine how to receive state-guaranteed payments.
Social benefits during the war
The Minister clarified that all social benefits are accrued and made. After all, during the war, those who received assistance from the state, as a rule, become even more vulnerable.
“We understand this and that is why in the first weeks of the large-scale Russian invasion they proposed, and the government took a number of decisions to guarantee people's support from the state at this difficult time,” Lazebnaya said.
As a matter of priority, all recipients were financed the payment:
- pensions;
- benefits;
- subsidies;
- state social benefits.
Despite the martial law in Ukraine, the government has indexed pensions for more than 10 million retirees.
“Of course, the first problem that war brings with it is the physical threat to people's lives. It was important for us not to endanger the person once again in the process of confirming our rights to receive social benefits. Therefore, we have extended the term of payment of all benefits, allowances and subsidies for the duration of martial law plus one month. It happens automatically, a person does not need to go anywhere or provide documents, “Marina Lazebnaya commented.
How pensions and payments are delivered during the war
Since there is a war on the territory of Ukraine, people are forced to change their place of residence en masse. In terms of pensions and social benefits, this does not affect those who receive money on a bank card. But those who received payments at the place of residence through Ukrpochta will be able to receive their benefits in any other part of Ukraine through Oschadbank or another Ukrpochta branch.
A separate problem is the work of social protection bodies in places where fierce fighting is taking place. There was no physical possibility for specialists to work and because of this no accruals and payments were made.
A special mechanism for centralized accrual and payment of social benefits based on the information available in the registers of the center has been launched for people from such places.
“It has helped a lot here that we have been building the Unified Information System of the Social Sphere for a year. We have managed and have already financed 100% of the payment of social benefits for March through this mechanism, “the Ministry of Social Policy said.
Payments through this mechanism are transferred to residents of the following regions:
- Donetsk region: Volnovakha, Mariupol districts and the city of Mariupol;
- Zaporozhye region: Vasilyevsky, Pologovsky and Berdyansky districts;
- Luhansk region: all cities and districts;
- Kherson region: Genichesky and Kherson within the former Oleshkivsky district, the cities of Novaya Kakhovka and Golaya Pristan;
- Sumy region: Akhtyr district within the former Trostyanets district;
- Kharkiv region: Izyumsky, Kharkiv district of the city of Izyum, Kupyansk, Merefa and most districts of the city of Kharkiv;
- Chernihiv region: part of Novgorod-Seversky and Desnyansky district in the city of Chernihiv.
- Kiev region: Vyshgorod district within the former Ivankov district.
What mechanism for transferring funds has the government developed?
Savings Bank
The Ministry of Social Policy has transferred funds to Oschadbank, and Oschadbank has already transferred money to people. To the holders of target bank cards – to their bank accounts. For those who received money in the branches of Ukrpochta, there is a money transfer, which can be obtained in any branch of Oschadbank. That is, a person from the above regions, who received payments on a bank card, does not need to apply anywhere else. He will receive money on the same card.

A person from these regions who received money from the state Ukrpochta must come with a passport and a certificate with the number RNOKPP (individual tax number) to any branch of the Savings Bank in Ukraine within 60 days and receive the funds due to him.
What to do to people under fire
Unfortunately, there are things that the administrative government cannot change yet.
“We paid the person a bank card allowance. But if it is located in a city that is shelled by Russian troops and does not provide a humanitarian corridor, then these funds on the map will not help, “the agency said.
To literally get money, a person needs to be in a place where there is an ATM, a bank branch, non-cash payments or a post office.
What to do to those who went abroad
Even after the temporary departure of a Ukrainian abroad due to hostilities, social benefits and pensions are still accrued and paid. They can be used during martial law plus one month after it, regardless of the fact of leaving Ukraine. There is no need for additional appeals and supporting documents. In addition, you can freely use bank cards of Ukrainian banks abroad.
In addition, our citizens receive unprecedented support from the country they are traveling to:
- temporary accommodation;
- food;
- travel;
- legal assistance;
- the right to work;
- medical and educational services.
