In turn, Tong Zhao, a researcher at the Carnegie Endowment for International Peace Center, believes that the risk of such an escalation is quite low. However, he is convinced that there is a scenario in which Moscow can resort to a nuclear strike.

“This could happen if the war is superimposed on some serious upheavals inside Russia. Then an existential threat to the regime may emerge. And here it is not known what the Kremlin will do. A lot will also depend on what position the US will take, how it will declare its intentions,” the expert is convinced.

Tong Zhao also noted that Russian nuclear threats have worked to some extent. In his opinion, they still forced the USA and other NATO countries to behave more restrained in supporting Ukraine.
