EU Considers Lifting Sanctions Against Some Russians Over Legal Issues — Bloomberg

Since the start of the war, the EU has imposed sanctions against hundreds of Russians, including dozens of tycoons, businessmen, politicians and the military.

The EU is discussing the possibility of lifting sanctions against of some Russians after the bloc's lawyers found that the restrictions could have been imposed “on flimsy grounds,” according to Bloomberg.

It is noted that about 30 people have applied to the court with a request to exclude them from the sanctions lists, and about 10 more applied directly to the European Union.

The legal service of the European Council told the EU ambassadors that some of these requests were justified, as information provided by the sanctioned persons showed that the evidence, on on the basis of which the restrictions against them were introduced were weak, outdated or incorrect.

However, Bloomberg's sources did not specify the number of errors found by EU lawyers, nor did they name the people involved. The EU's foreign affairs and security policy spokesman declined to comment, citing confidential ongoing discussions.

According to documents seen by Bloomberg, Russian businessman Andriy Melnychenko and his wife Oleksandra are among those who asked the EU to reconsider the introduction of sanctions. They complained about a number of errors in how they were characterized in the sanctions lists, including accusations of close ties to the Russian leadership.

Other sanctioned individuals, including Russian businessmen Oleksiy Mordashov and Alisher Usmanov, also asked the EU to review your decision.

According to Bloomberg, the bloc intends to add about 50 more people and organizations to the sanctions list as part of the new sanctions package, which will, among other things, target Russian gold and strengthen previously implemented measures.

The legal basis of any which sanctions must be reliable, as losing in court carries reputational and economic risks for the EU. However, the lifting of sanctions against individuals requires the support of the bloc's member states, and some diplomats have urged not to make hasty decisions. In total, 41 lawsuits were filed in response to the bloc's sanctions.

Earlier it was reported that the European Union is preparing the seventh package of sanctions against Moscow, but it is already clear that it will not limit the import of Russian gas, as too many member states cannot quickly adapt to such conditions, the prime minister said -Minister of the Czech Republic Petr Fiala.

The new package may include restrictions on gold imports, measures to improve previous sanctions and further lists of individuals and legal entities.
