The International Working Group has developed a Roadmap for energy sanctions, which provides for the introduction of an import tax and the introduction of an escrow account for Russia.
The International Working Group on Sanctions against Russia Ermak-McFaul presented the second document developed – the Roadmap for Energy Sanctions: Recommendations on Sanctions against the Russian Federation. This was reported by the website of the President of Ukraine.
The document details the topic of energy sanctions, and is designed to help governments and companies around the world to formulate proposals for sanctions against Russia.

The document contains policy recommendations that will help deprive Russia of oil and gas revenues on the one hand, and will minimize disruptions in markets and the world economy on the other hand.
Expert group:
- supports the decision of the European Commission on the implementation complete ban on imports of all Russian oil ;
- justifies gradual embargo on gas imports from Russia oil during the transition period.
Such mechanisms may be considered a priority by individual countries. These are:
- regulated import tax (or tariff);
- storage of funds for energy in a special escrow account.
In this regard, the document emphasizes the importance of disconnecting Russia from financial flows from gas exports , because Europe pays Russia much more for gas than for oil during the war.

- Russia's budget is based on revenues from energy sales, primarily to European countries;
