Deported Ukrainians who do not have passports need a certificate of return to leave Russia – ombudsman

Currently, the number of our citizens forcibly deported to Russia is unknown.

Commissioner for Human Rights of the Verkhovna Rada Lyudmila Denisova noted that in order to leave Russia for the territory of another state, deported Ukrainian citizens who do not have passports need a certificate of return, which is issued at the consulates of Ukraine. This is stated in the material of Olga Dmitrieva “From the hell of war – in the trap of lawlessness.”

As our country does not have diplomatic relations with Russia, the Ukrainian authorities are currently negotiating with partner countries on the possibility of obtaining such certificates at their consulates in Russia. In addition, the Office of the Ukrainian Ombudsman initiated the creation of a mechanism for our citizens to go home. The group is expected to include ombudsmen from European countries bordering Ukraine, as well as representatives of the International Committee of the Red Cross and the Office of the United Nations High Commissioner for Refugees.

“The International Committee of the Red Cross, which has the necessary mandate, could be involved in resolving this issue. But so far, as far as I know, the ICRC is not involved in returning deported Ukrainians to their homeland. Therefore, all hope is on the Ukrainian government and president. I am sure that a special group (MFA, Ministry of Finance, Ministry of Justice) is working on the issue right now.
