All four points concern aggression against Russia. However, so far the biggest aggressor is Russia itself.
Russian Deputy Security Council Secretary Dmitry Medvedev said that Russia, which has launched a full-scale war against Ukraine, could allegedly use nuclear weapons in four cases, Russian media reported.
Thus, according to Medvedev:
- the first case – if the territory of the Russian Federation will be struck with the use of nuclear weapons;
- the second is any other use of nuclear weapons against Russia or its allies;
- the third is the encroachment on critical infrastructure, which has paralyzed Russia's nuclear deterrent;
- the fourth – an act of aggression against Russia or its allies, as a result of which the existence of the country was threatened.

Earlier, General Wesley Clark, the former Supreme Allied Commander Europe, said that the president of the aggressor country, Vladimir Putin, could order the use of tactical nuclear weapons in Poland .
