The system is based on alerts already sent by the Ukrainian government.
Google has announced that it will add air alert alerts to all smartphones running the Android operating system in Ukraine. This is stated in the official blog of the company.
It is noted that the function was developed jointly with the Government of Ukraine, it will be in addition to air alarm signals, which are already used by the authorities of our country, and is based on such alerts.

As Dave Bjork, vice president of Android engineering, explained, the alert system is based on earthquake signaling mechanisms previously developed by the company.
The system leverages our low latency alert mechanism we built for earthquake alerts. The air raid system is supplemental to, and shares the same triggers used for, the country's existing air raid alert systems. 2/3

The company has also developed tools to help refugees.
