Ukrainian book publishers wrote an open appeal to President Volodymyr Zelensky , in which he was urged to immediately sign Law No. 2309-IX “On Amendments to Certain Laws of Ukraine Regarding the Establishment of Restrictions on the Import and Distribution of Publishing Products Concerning the Aggressor State, the Republic of Belarus, the Temporarily Occupied Territory of Ukraine “.

The authors of the appeal were Oleksandr Krasovytskyi, the editor-in-chief of the Folio publishing house, Anton Martynov, the director of the Laboratory publishing house, Yuliya Shavolina, the executive director of the Knygarnia Ye network, Ivan Malkovich, the director of the A-BA-BA-GA-LA-MA-GA publishing house, general director of Vivat Publishing House, Yuliya Orlova, co-founder and chief editor of Stary Lv Publishing House, Marianna Savka, and general director of Yakaboo, Ivan Bohdan. They noted that the law was adopted by the Verkhovna Rada on June 19, 306 people's deputies voted for it, none voted against or abstained. It is also noted that the co-authors of the document were 50 people's deputies, including the chairman of the Verkhovna Rada and his deputies, and during the voting the law received the support of all factions and groups.
On June 20, the law was signed by the president, but it has not yet been signed.
“The adopted law allows not only to block the import of publishing products from Russia and Belarus, but also to stop the distribution of books already imported from Russia, to create a reliable veil for anti-Ukrainian propaganda literature from any state, as well as the publication and distribution of works by citizens of the aggressor state, while the latter applies specifically to citizens of the Russian Federation, and not to older works of Russian literature.
Contrary to the claims of Russian propaganda, the adopted Law does not restrict the publication and distribution of books with original works in Russian or any other language in Ukraine,” the appeal reads.
The book publishers also added that the translated literature will be published in Ukrainian, in any language of EU member states or indigenous peoples of Ukraine. This provision of the law is important, as it will allow to neutralize Russia's attempts to capture the book market of our country from the inside by filling it with Russian translations of foreign literature.
“Thus, the Law allows us to use a historic chance to create a self-sufficient Ukrainian book market, independent of Moscow, to create favorable conditions for the development of Ukrainian book publishing and book distribution,” the appeal reads.
