Ukraine will definitely not make concessions to Russia on at least two issues, said Ukrainian Foreign Minister Dmitry Kuleba in an interview with The Economist .

  • First, we will not make legal concessions regarding the territorial integrity of Ukraine. “Crimea is Ukraine, Donbass is Ukraine, every inch of our territory under Russian control since February 24 is Ukraine. The point, ”Kuleba said.
  • Second: security guarantees. “We still feel the bitter taste of the Budapest Memorandum, and nothing like this will happen again,” the minister said.

Kuleba explains that for many years Ukraine has existed in a “security vacuum.” This war is the result of that security vacuum, because according to the laws of physics, every vacuum must be filled. And what is happening now is Russia's attempt to fill this vacuum with its military power and political culture. The Ukrainian side insists that this security vacuum be replaced by a system of security guarantees for Ukraine and our further development as a European, democratic country.

“These are the cornerstones of our position. Everything else is negotiable. I am not very optimistic about how these negotiations are going. But as diplomats, of course, we will continue to search for diplomatic solutions, “Kuleba said.

According to ZN.UA , received from reliable diplomatic sources (their authenticity was also confirmed by the British Air Force ), Russia has made six demands to Ukraine. The first five of them, as seen by Russian dictator Vladimir Putin , should be enshrined in the Constitution of Ukraine.

  1. Refusal to move in NATO. Neutral status of Ukraine. Russia, which has attacked our country, is ready to become one of its guarantors.
  2. Russian is the second state language. Repeal of all laws that infringe on it.
  3. Ukraine's recognition of Crimea as Russian.
  4. Recognition by Ukraine of the independence of the DNR and LNR within the administrative boundaries of the oblasts (including the territories currently controlled by Ukraine).
  5. Denazification. Prohibition of ultra-nationalist, Nazi and neo-Nazi parties and public organizations, repeal of existing laws on the glorification of Nazis and neo-Nazis.
  6. “Demilitarization of Ukraine”. Complete rejection of offensive weapons, under which, if desired, you can bring any type of weapon.

According to Kuleba, although the list of Russian demands does not change, the attitude of the Russian negotiating party to Ukraine is changing. In particular, because of sanctions against Russia and the powerful defense of Ukraine.
