Putin can use the IAEA report to create a process similar to “Minsk” – ISW

This may allow him to question the sovereignty of a much larger territory of Ukraine than the Russians have so far managed to occupy, they say.

Analysts of the US Institute for the Study of War warn that with with the IAEA report on the situation at the Zaporizhia NPP, Russian President Vladimir Putin can create a new process similar to the Minsk negotiations. This is stated in the latest ISW report.

The fact is that there is a part in the mission report that makes it clear that Ukraine is still responsible for the safe operation of the station. Accordingly, we must also monitor compliance with the IAEA's conditions. This organization cannot cooperate with Russia, at least until they recognize that the aggressor country has the right to consultations.

“Putin may try to use the conditions he created at the ZNPP to create a parallel international structure that would undermine Ukraine's sovereign rights to a much larger territory of Ukraine, which is currently occupied by Russian troops,” analysts admit.

On September 5, the IAEA published a report on the situation at the Zaporizhia NPP seized by the Russians. The agency has called for an end to shelling of the station because of threats to its physical integrity, which could lead to the risk of a “nuclear incident.” It is interesting that the report emphasizes the “necessity of the consent of all parties”, but does not say which of these parties is responsible for the attacks on the nuclear facility.

Later IAEA head Rafael Grossi proposed to the UN Security Council to create a nuclear safety zone at the occupied ZNPP. President Volodymyr Zelenskyy stated that this is possible only if it is about the demilitarization of the plant. And Russia, obviously, immediately refused this offer.
