Minister of Social Policy Maryna Lazebna believes that Ukrainians who went abroad during the war are driven from their homeland not only by the understandable fear of war, but also by the search for social facilities. She stated this in her blitz interview with ZN.UA , commenting on the fact that two and a half times more people went abroad than remained in Ukraine.

“In my opinion, it should not be generalized. There are many motives mixed. Some people are afraid to stay in any part of the country attacked. Especially with children. This is probably the main factor. Some people do not want to live in rural communities, namely there are plenty of vacant houses there. And there are people ready to accept. And there are definitely other motives, “the minister said.

However, she acknowledged that one of such factors could be that the state does not cope with temporary housing, or society often betrays its own, renting apartments at exorbitant prices.

” I agree. Not everyone will be able to live for a long time in the gyms of schools and houses of culture, it's still transit housing. local, “Lazebna said.

At the same time, she pointed out that not every internally displaced person will be able to count on the same assistance from the state. For example, Ukrainians abroad will not be able to claim assistance as IDPs, although they will receive other types of social assistance and pensions. And to help them, they will need to register in this status in the country where they left.

Also, according to her, IDPs will not be considered Ukrainians who returned to their pre-war place of residence.

“If they return to Ukraine but do not return to their place of residence, they can, of course, register as internally displaced persons and receive appropriate assistance. While in another country, they register there. In the vast majority of countries, they can receive support. including host countries, including housing, health insurance, assistance and the right to work, and it is clear that they cannot claim housing assistance as internally displaced persons, but continue to receive the rest of the social assistance they receive in Ukraine, pensions. We do not stop these payments, “said the Minister.

According to Lazebna, as of April 20, 2022, according to the Ministry of Foreign Affairs, 4,231,503 people left the territory of Ukraine. Of these: 1,501,926 people under the age of 18; 2,245,796 – from 18 to 60 years; 483,781 – for 60 years.
