In May, Ukraine will begin verification of payments received by Ukrainians registered as internally displaced persons – Lazebna

At the first stage, the state proceeded from the principle of trust.

By the end of April, the state plans to streamline the registration of internally displaced persons (IDPs), and in May will begin verifying payments made to help Ukrainians who have registered as internally displaced persons. This was stated in a blitz interview ZN.UA Minister of Social Policy Marina Lazebna.

“At the first stage, we will start from trust. By the way, we have increased the opportunities for information,” she said. However, according to Lazebna, in May, the state will already have all the necessary information to make such payments with the necessary data verification.

We will change the approach and target IDPs from May. Since other programs will be included in May. In particular, employment of displaced persons, provision of temporary and permanent housing for those who lost their homes in the same Bucha and do not want to return home. are currently being discussed in the government, will be tied to the data bank that we are filling. And that's right. So that the state understands the scale of the problem and the amount of assistance needed, “Lazebna said.

; “> She clarified what circumstances will be taken into account by the state in the verification of migrants.

“Some people still have nowhere to go – the fighting does not stop, and in the cities of others, although quiet, but their homes are destroyed. These people will definitely remain in the program of state aid for housing. In May, we will have information, including about the destroyed housing – now in the “Action” continues to actively register citizens who have lost their homes. Then we will merge these registers and come to the fair support of only those who really need it, “- said the Minister.

According to her, today the state has moved away from the shock of the first weeks of Russian aggression in Ukraine, and is reaching “normal rates of registration, so that people do not stand in line for weeks and workers in CNAPs do not burn around the clock.”

“We already see that the situation has changed, is about to level off. Only those who for various reasons (no smartphone, passport, etc.) can not register in the” Action “will remain in the live queue. “, – said Lazebna.

“Our minimum task is to complete the payments for March-April by the end of April. But when May comes, we will continue to register without an emergency regime and start verifying payments. Not everyone will go to them. It is logical that those who return home will not will be able to claim assistance from the state, which aims to provide a person with a roof over his head while he is not at home, “she added.

According to her, today the state already tracks the “social portrait” of IDPs. And if necessary, offer other support programs.

“We will offer other support programs, even more targeted, which is important in martial law and limited resources. For example, IDP families with children or other most vulnerable groups, rather than a conditionally able-bodied citizen who does not want to register at the employment center, seek The Cabinet of Ministers, of course, takes a comprehensive view of relocation: both in terms of helping people, their employment, and in terms of economic start-ups, logistics and assistance to communities with far more people than usual. Most ministries work on these programs. ” – she noted.

Also, according to the Minister, there is a category of internally displaced persons who do not claim assistance.

“There are cases when people register without applying for housing from the state. Why do they register? Because communities or landlords who have granted them shelter can receive compensation for utilities. This is another government program. The main thing – from the IDP register – should be everything else, “she said.

From May, according to her, housing benefits will remain for only two categories. The first is people who have moved from territories that the Ministry of Reintegration, together with the Ministry of Defense and the Regional State Administration, will define as areas where hostilities continue or where there is a high risk of hostilities. This list will be reviewed regularly depending on the actual situation.

The second category – people whose homes are destroyed. They will continue to be paid accommodation allowances, even if they return to their community. For everyone else, IDP registration may remain, but no housing allowance.

.

It will be recalled that by February 24, 1,400,000 Ukrainians had been registered as IDPs. However, immediately after the start of the large-scale invasion, the registration of new wave migrants began.

The Ministry of Social Policy is ready to provide more or less accurate data on the number of people the state recognized them as internally displaced persons after 24 February. To date, more than two million people have been confirmed.

Also 4 million 200 thousand Ukrainians went abroad during the war. The state will continue to pay them social benefits. However, they are not entitled to assistance as internally displaced persons. Of this category of citizens, only persons who return to Ukraine but do not return to their permanent residence receive assistance from the state. While in another state, they register there. In the vast majority of countries, they can receive support from host countries. Including housing, health insurance, assistance and the right to work.
