Grants do not exceed 10% of the financial assistance received by Ukraine – Minister of Finance Marchenko

Ukraine will have to pay for the rest of the financial aid.

Non-repayable financial assistance of foreign countries in the form of grants is only 10%, the remaining 90% are loans that Ukraine will have to repay, said Finance Minister of Ukraine Marchenko in an interview with Obozrevatel. He added that loans are provided mainly for up to 15 years at 1% per annum.

We consider the current level of non-refundable (grant) support for Ukraine – only 10% – to be very low, immorally low. We often, almost every day, hear and post messages that a foreign state or international organization provides or is ready to provide its financial support to warring Ukraine. There are hundreds of millions, even billions of dollars and euros. We really need such support. After all, because of the war, Ukraine suffered huge losses, and most enterprises were closed down and only now are they starting to resume production; indicators of budget revenues from tax and customs during the full-scale war decreased by not a percentage – at times. At the same time, the monthly need, not backed by financial resources, only for social expenditures (salaries, pensions and military support) – reaches $ 7 billion. . Therefore, while the war is active, Ukraine will continue to rely on substantial external financial support – grants and loans. In our opinion, foreign countries, which have finally begun to realize that Ukraine is protecting not only their own but also their freedom, should provide us with much more financial assistance. And it is not the loans that will have to be repaid for another decade and a half after the end of the war, but the grants.
