Business has asked the authorities to make 20 critical changes to wartime deregulation

Some changes are asked to leave after the end of hostilities.

Business representatives asked the authorities to remove as soon as possible a number of bureaucratic procedures, at least during the war, to help them overcome difficulties . Some changes are considered necessary to maintain after the end of hostilities. This is stated in the appeal of the European Business Association, which has collected proposals from entrepreneurs on the maximum simplification of doing business.

The Ministry of Economy has already received a list of proposals.

On a temporary basis, offer:

  • Abolish the list of critical imports and allow those companies that, despite the martial law, have the opportunity to conduct foreign trade operations
  • Resume VAT refunds to exporters
  • Liberalize the tax system in terms of taxes on labor: extend the SSC benefit for mobilized workers to the ranks of the Armed Forces to a legal entity (currently only private individuals enjoy benefits) and give the right to use such benefits at the discretion of companies. In addition, to compensate the state budget for the salaries that companies continue to pay to their employees called up for military service.
  • Allow the import of non-food products to Ukraine without complying with the requirements for labeling products in Ukrainian
  • < li> Allow the import of electrical and electronic equipment and radio equipment to Ukraine on the basis of European declarations of conformity and CE marking

  • Resume the return of financial guarantees from the single treasury account of the State Customs Service
  • Abolish veterinary and laboratory control in the presence of an international veterinary certificate from the manufacturer
  • Continue the current customs simplifications, which do not provide for customs inspection of goods directly at checkpoints for 1 year
  • Simplify the requirements for filling the cargo customs declarations, set reasonable deadlines for the submission of such documents after the end of martial law.
  • Postpone the date of entry into force of the technical regulations for cosmetic products
  • Change the procedure for environmental impact assessment: move to electronic document management, simplify the requirements for the preparation of reports from the police, etc.
  • Regulate the issue of exemption from certain taxes and approve the list of areas where (fought), etc. – so far there is no such official list, and, accordingly, benefits
  • Suspend the deadlines for the elimination of violations of orders from the state supervision/control bodies, the implementation of which fell on the terms of martial law.

On a regular basis, offer:

  • Cancel the conclusions of the sanitary-epidemiological examination for goods covered by the technical regulations adopted in Ukraine (After all, there are no such conclusions in the EU)
  • Allow the use of English in user interfaces (eg, appliances, cars)
  • Allow electronic instructions
  • Abolish government price regulation
  • Regulate e-commerce issues so that dishonest entrepreneurs do not have the opportunity to sell goods/services online with impunity
  • when drawing up the act of readiness of the object for operation
  • Revoke the paper license for wholesale/retail trade in alcoholic beverages, the obligation to keep records of excise tax stamps by type, cancel the special form of consignment note for alcoholic beverages, etc.

Recall that the European Business Association has sent a letter to Finance Minister Serhiy Marchenko, in which he states that the resumption of industry in Ukraine will be impossible , if you do not return the VAT refund to the exporting companies. EBA letter contains contradictions and omissions.
