At the legislative level, Zelensky approved the impossibility of negotiations with Putin

The NSDC decision was published in response to the annexation of Ukrainian territories by the Russian Federation.

By his decree, the President of Ukraine Volodymyr Zelenskyi implemented the decision of the National Security and Defense Council of Ukraine dated September 30, 2022 “Regarding the actions of Ukraine in response to the Russian Federation's attempt to annex the territory of our state, with the aim of guaranteeing the security of the Euro-Atlantic space, Ukraine and restoring its territorial integrity.” , according to which the impossibility of negotiations with the President of the Russian Federation Vladimir Putin is established.

By the same decision, the NSDC approved the text of the Joint Address of the President of Ukraine, the Chairman of the Verkhovna Rada of Ukraine and the Prime Minister of the Minister of Ukraine to the North Atlantic Treaty Organization.

The government is also tasked with preparing proposals for a multi-level security guarantee system based on Ukraine's multilateral and bilateral agreements.

In the context of escalation by the Russian Federation, the Cabinet of Ministers should ensure the strengthening of Ukraine's defense capabilities by increasing the supply of military-technical assistance to Ukraine, and the Verkhovna Rada is recommended to speed up the adoption of draft laws on appropriate sanctions and other responses to escalation by Russia.

Recall that on September 30, Russian President Vladimir Putin signed “documents ” about “joining” of the occupied territories of Ukraine. After the ostentatious ceremony in the Kremlin, the President of Ukraine Volodymyr Zelenskyi  announced that   Ukraine applies for membership in NATOin an accelerated manner. He also noted that the negotiations with Russia can be forgotten as long as Putin is its president.

Ukraine's initiative was supported by Canada and the Baltic countries, but in the Alliance itself, they limited themselves to a “ritual” answer to questions about Ukraine's accession.
